Heat oven to 350 degrees. Line baking sheet with foil and spray with cooking spray; set aside.
Place honey, orange juice and BBQ sauce into shallow bowl. Remove 3 tablespoons and reserve for later. Combine 3/4 cup parmesan and Panko in another shallow bowl. Dip each drumstick in sauce and knock off excess against side of bowl. Then dip in breadcrumb mixture, coating well. Place on prepared pan and bake 30-35 minutes or until thermometer placed in thickest part of chicken registers 165 degrees.
Meanwhile combine ranch dressing, reserved 3 tablespoons honey BBQ mixture and remaining 1/4 cup parmesan. Serve drumsticks with sauce for dipping.
